I created this organization after years of encountering people with limited mobility that were unable to leave the sidewalk or get off their porch in their wheelchairs. I’ve dealt with many issues of insurance companies that consider an all-terrain wheelchair a non-necessity or a recreation. There are very limited grants available to regular disabled citizens that provide funding for an all-terrain wheelchair. My hope is to create a team of like-minded people to help me on this journey to give the independence to our disabled community in the states of Oklahoma and Arkansas that everyone deserves.

James Phillips is the Co-Founder and Chief Operating Officer of the Midwest Outdoors Adaptability Foundation. Born with cerebral palsy, James has a deep, personal connection to the foundation’s mission, which is driven by his own experiences and unwavering faith. His passion lies in ensuring that individuals with mobility challenges have equal access to the outdoors and the freedom to explore without limitations.

The foundation is dedicated to raising funds to provide adaptive all-terrain wheelchairs (Action Trackchair ®) to civilians with mobility impairments who do not qualify for insurance or military assistance. His commitment to inclusivity and accessibility continues to shape the foundation’s vision, ensuring that no one is left behind in the pursuit of outdoor independence.

Lila Batchelor, Treasurer

Lila Batchelor, holding a Bachelor’s degree in Accounting and an MBA in Business Administration, brings a wealth of financial expertise and strategic insight to her role as Treasurer of the Midwest Outdoors Adaptability Foundation (MOA Foundation). As an avid outdoor enthusiast and someone deeply passionate about helping others, Lila fully embraces the foundation’s mission to ensure that no one is left behind in accessing the outdoors and achieving personal freedom. Her extensive career experience has equipped her with the knowledge and skills necessary to guide the foundation’s financial stewardship, ensuring that every dollar is accounted for with integrity and transparency.

Lila is honored and privileged to serve as Treasurer for such an incredible organization, alongside a dedicated team committed to making a real difference. She is determined to use her expertise to help the MOA Foundation flourish, ensuring its long-term success and impact. With a steadfast commitment to upholding the foundation’s values, Lila looks forward to playing a key role in empowering individuals to regain their independence and reconnect with the great outdoors.

As a dedicated business owner and volunteer, she has played a key role in fundraising efforts and is passionate about making a difference. With a heart of gold and a talent for organization, she ensures our meetings run smoothly, keeping everything on track so our mission stays at the forefront.

An outdoor enthusiast, Tisha loves exploring nature and sharing meaningful experiences with others. Her passion for helping people aligns perfectly with the MOA Foundation’s mission to provide access, freedom, and independence—one track chair at a time. We are beyond grateful to have her on our team, and with her dedication, we know the foundation will continue to grow and change lives for years to come.
